I believe it is a rough start to a triangle wave generator

Looks like a low value random oscillation. You have both inputs coupled together and no load on the output. Try making it more realistic with (say) 100k load resistor to ground and give the or gate inputs different signals (possibly use 2 ac voltage sources, at different frequencies). Try similar circuit substituting different gates and, nand, nor.

It's either a limitation of the simulator, or it's simulated noise.
