The reference voltage is coming from KL30 (14V), the additional 12V comes from a charge pump circuit (voltage doubler) from KL30, so it will be a 26 volts on collector of transistor. The output on emitter will be used for N-MOS control, stabilized and safe from ripple of KL30.
