Battery tester.. imagine that the DC source in the right side is your battery.. connect the positive side of 1.5V battery in the base of transistor at the right side then connect the negative to the ground... when the voltage of battery is lower than 1.4V then the red LED will on and the green if the voltage is higher than 1.4V. try to adjust the battery and see what happen :)

Voltage is not the best indicator how healthy a battery is. More important is the internal resistance. But this can only be measured under load.
