This doesn't match your circuits conditions exactly but this shows a decent representation of a simple control circuit added to your base design, tweaked to match the values I would see in the US, but I'm sure you can tweak this to work for your values.
Normally I would use a Schottky diode instead of a regular diode on the output circuit to drop .3V instead of .7V, but this is what I have tried to tune the diode bridge to do, just be aware a regular diode wouldn't produce the same output.
