The input signals need to be 5V. It's NAND logic, not AND. All you're doing is tying both NOR inputs together, using it as an inverter (NOT logic). So you can put one of those either on each input, or on the output of a gate, and you invert whatever logic you're using. AND will become NAND, or vise versa. OR will become NOR. And so on...
