Forgive me if I'm wrong, but is this some kind of act? Just you've posted the same current/opamp/lamp circuits about 5 times in the last 2 months without changing anything from the comments.

But to answer your question, the lamp needs a specific voltage across it to work, 1.5V (or -1.5) in your case, which they aren't getting because the 1k resistors are limiting the voltage and current. You could either set up the op amp to give out a lower voltage and remove the resistors, or lower the lamp power rating to to make use of the low current.
