Why from 5 to 6.25 volts the output is unstable?

The output voltage is 5V and the linear regulator needs some overhead in voltage, so start with ~6.5V I think thats fair enough

I would better off using zener with bride rectifier and ac supply than this complicated circuit.

That entirely depends on the application. For low-power, static loads a zener will do the job. Even with low-power static loads, like an LED, this regulator will provide a much smoother output. And it isn't complicated at all.

@MayukhSobo, as the headline says "reference" you can see my circuit as a perfect 5V zener. In many cases a simple normal zener is doing the job, right. But there are application were you need an exact voltage reference. e.g. Digital Analoge Converter or ADC etc. To better understand how this circuit works check out my circuit "Bandgap Reference Voltage" with opamp.

Wow. I cranked it up to a hundred volts and got almost constant voltage. Dont do it in real life though.
