The circuit illustrates the operation of an oscillator made of an amplifier. The free oscillation frequency is at the point where the input and output phase is 0. Interesting to see phase response of this circuit.

yes, and you can see the 0 degree condition is a little above 20MHz at 20.2 or 20.5MHz

This is a typical common collector oscillator. Output is not the collector. The original 50 Ohm makes the "output" cold as its needed to run. The transformer is a hidden 1:>10 ratio one and can even be pulled down to a 1:1.1 to get it oscillating. Check this http://everycircuit.com/circuit/5704245184823296
